    • 0: concerns the constitution, and it is a forbidden book, written in an old language and translation is forbidden
    • I: Concerns the organization and structure of the legal system. Discusses procedural law for cases against the person and cases against the state.
    • II: Focuses on family law, including marriage and divorce and inheritance
    • III: Deals with property.
    • IV: Covers criminal law.
    • Laws are from the Elected King. Communal cities can create their own laws and even avoid being levied if they have enough power, usually paying something in exchange.
    • War between cities is forbidden, but only in theory.

Government Structure

  • Branches of Government:
    • The Elected King has power over: Religion, Army and levies, and Justice.
    • Churchmen might generate money, on behalf of the Elected King. New taxation on nobles needs to be sanctified by the church. Deposition of nobles needs to be sanctified by the church. Churchmen cannot own land, but each land requires a Churchman Emissary.
    • The Voices are an institute that accepts only the better. They are both secular and religious, with members placed in different positions to keep things balanced. They are many: the current Elected King appoints 3, the others come from other places, up to 100 at most. The three main Voices are elected by themselves. They cannot be removed except for high treason. The Voices cannot own land, but the Elected King might delegate them anywhere. Voices pass the will of the Elected King and are his emissaries, over Dukes and nobles when required.
    • The Kleg is an institution, anonymous and acting as a secret police. To keep balance, some of the Voices are part of the Kleg.
    • Administration manages the city. Administration is responsible for defending a territory.
